HIV-positive inmates at both Alabama and South Carolina correctional facilities are forced and required to wear armbands to be easily identified to the general population. They also have to reside in a separate unit from other cellmates. According to the New York Times, the infected men at the South Carolina facility are housed in a “maximum security” prison and have blue dots on their badges, while female prisoners have H.I.V./AIDS labeled on their uniforms. Rights and Activist Groups stated that this violates federal and international guidelines but prison officials believe that keeping the inmates separate and labeled is necessary to provide special medical care and to prevent outbreak of the disease.
